From Flaring to Value: A Scalable «Methane to-Power» Investment Model for Turkmenistan

Turkmenistan’s recent intensification of focus on methane emission reduction and the adoption of corresponding measures create a unique window of opportunity: to transform an environmental challenge into economic gain. Routine gas flaring and venting represent both an emissions risk and a loss of energy value. This presentation proposes a scalable model that allows for the conversion of flare gas into electricity, creating monetisable energy and digital infrastructure opportunities.

The concept relies on modular gas treatment and industrial gas turbines/combined heat and power (CHP) units deployed directly at flaring sites. Instead of burning associated gas without value extraction, the gas is treated and converted into electrical energy. The resulting power can be used for local industrial loads, grid support, as well as for flexible high-capacity digital consumers— such as containerized data centres or computing infrastructure.

The strength of the model lies in its flexibility: 

• Modular deployment (small- and medium-scale units depending on site conditions) 

• Adaptation to varying gas composition and pressure 

• Rapid installation leveraging existing oil and gas facility infrastructure 

• Phased scaling following the pilot validation 

From an environmental perspective, controlled gas utilization significantly reduces methane emissions compared to open flaring. From a commercial standpoint, the model transforms a “liability” into a revenue stream. 

Critically, this approach is viewed not only as a technological solution but also as an investment platform. Potential investment partners have expressed interest in evaluating participation in such projects, subject to site-specific technical and commercial assessments.

The proposed next stage includes: 

• Site selection and verification of flare gas volumes 

• Technical feasibility assessment 

• CAPEX/OPEX modeling 

• Revenue scenario analysis 

• Formation of a structured partnership model with Turkmen stakeholders 

The objective of the presentation at the Turkmen Energy Investment Forum is to present the concept at a strategic level and gauge interest from national operators and government representatives regarding pilot implementation. Following the forum, a technical roundtable may be held for a detailed discussion of specific sites, economics, and the implementation roadmap. 

This initiative demonstrates how reducing methane emissions can become a driver for industrial value, the development of digital infrastructure, and international investment cooperation.
